Illinois lifts ban on some new nuclear construction

Illinois Gov. J. B. Pritzker returned to the good graces of the nuclear community last Friday, signing H.B. 2473, a bill that partially lifts the state’s decades-long moratorium on new nuclear power builds by permitting the construction of small modular reactors.

Pritzker had vetoed similar legislation, S.B. 76, in August, saying in a veto message that the bill included an overly broad definition of “advanced reactors,” which would “open the door to the proliferation of large-scale nuclear reactors that are so costly to build that they will cause exorbitant ratepayer-funded bailouts.” Pritzker had also asserted that S.B. 76 lacked “regulatory protections or updates to address the health and safety of Illinois residents who would live and work around these new reactors.”

NRC to issue final rule for new technology emergency preparedness

The Nuclear Regulatory Commission has directed its staff to issue a final rule and associated regulatory guide that applies risk-informed, performance-based emergency preparedness requirements to small modular reactors and other new technologies, the agency announced on August 14. The technologies include non–light water reactors, research and test reactors, and medical radioisotope facilities.

Groups urge action on EP rule for advanced reactors

Five pronuclear organizations—the Breakthrough Institute, Clean Air Task Force, ClearPath, Nuclear Innovation Alliance, and Third Way—have together penned a letter to the Nuclear Regulatory Commission, calling on the agency to take action on its emergency preparedness for advanced reactors rule—which, despite the explosion of interest in these technologies over the past few years, has yet to be finalized.

IAEA and European Union extend nuclear safety agreement

Some of the major achievements of the nuclear safety cooperation agreement between the International Atomic Energy Agency and the European Union (EU) include more than 100 nuclear safety review missions, environmental remediation at former uranium sites in Central Asia, and more effective radioactive waste management in Africa.

One of the biggest challenges in training for incidents and emergencies that involve high-radiation-dose hazards is balancing between realism and safety. To be truly prepared for the realities of real-world nuclear and radiological emergencies, responder personnel need experience against those hazards but without introducing additional and very personal risks associated with unnecessary radiation exposure. The difficulty is in figuring out how we can achieve a level of realism that encompasses the entire process, from the initial detection of a hazard or threat, through its characterization, to recommending actions and leadership decision-making.
